Since 1986, Ilia Shablinskii is a member of the movement for the revival of independent trade unions in USSR.
Born April 29, 1962. PhD in Philosophy (1989), Doctor of Law (1998).
Since 1991 in the public service. He worked in the legal department of the Federation Council, the information and analytical department of the CEC of the Russian Federation.
In 2004 he became a professor at the Faculty of Law at the National Research University Higher School of Economics. In 2012–2019, he was a member of the Council under the President of the Russian Federation for the development of civil society and human rights, and headed the standing commission of the HRC on electoral rights. Speaking at the HRC, he drew attention to electoral fraud, attacks on observers, and the elimination of conditions for political competition.
Member of the Moscow Helsinki Group since 2021.
