European Cross-Border grant juror: 2024-2025

Holger Roonemaa is a Tallinn-based investigative journalist, specializing in Russia-related security, intelligence, and hybrid warfare, as well as money laundering. He is Head of the Investigative Desk at Delfi Estonia and a Member Center Editor at OCCRP.

In 2020, Holger created Delfi’s investigative team and has since led it to win the national Bonnier Prize for Investigative Journalism four years in a row. He has twice been named Estonia’s Journalist of the Year. His work has been frequently featured by leading international media and nominated for international awards such as the Daphne Caruana Galizia Prize for Journalism.

Holger is a seasoned leader of international cross-border investigations, coordinating teams on complex projects that expose Russian sabotage operations, illicit financial flows, and state-backed disinformation. He has worked extensively with global and regional journalism networks, including OCCRP and International Consortium of Investigative Journalists, producing stories that have shaped public debate and informed policymaking.

In 2024–2025, Holger was a Knight-Wallace Fellow at the University of Michigan, focusing on the intersection of investigative journalism, open-source intelligence, and security reporting.
